If there is no Mod Config option, double-check that you have F4SE installed and running! Opening the console is done with the press of a hotkey. Via the console, you can execute commands (cheats) that can change every part of the game - you can add items, spawn charcters, hide buildings, etc. You should see a new option in the Pause menu in-game. The Mod Configuration Menu is a settings page for mods! I havent tested this in any other settlements because right now, Sanctuary is the only one that really matters to me. Mod Configuration Menu is a modfor Fallout 4, created by reg2k. I have played around with some mods, but, it wasnt until the official Mods support was added to Fallout 4 recently that the Structures menu option has disappeared entirely from my workshop menu in Sanctuary.
